Recently, the Development and Reform Commission of Guangdong Province issued an approval for the construction of the 1x1240MW cogeneration coal-fired unit project for the second phase of Zhanjiang Jingxin Donghai Power Plant. The project is located north of Gangqian East Road and west of Jingyi Road in Donghai Island Petrochemical Industrial Park, Zhanjiang Economic and Technological Development Zone. The project involves the construction of one 1240MW domestically produced ultra supercritical cogeneration coal-fired unit; Simultaneously construct flue gas desulfurization and denitrification facilities. We have received the request for approval of the application report for the Zhanjiang Jingxin Donghai Power Plant Phase II 1 × 1240MW Cogeneration Coal fired Generator Unit Project (Zhan Jingxin Er Zi [2024] No. 7) and related materials. After research, the approved items for this project are as follows:
1、 In order to meet the heat demand of Donghai Island in Zhanjiang City, enhance the power supply support capacity and reliability of the power grid, and achieve energy conservation and emission reduction, in accordance with the Administrative Licensing Law and the Regulations on the Administration of Enterprise Investment Project Approval and Filing, it is agreed to construct the Zhanjiang Jingxin Donghai Power Plant Phase II 1 × 1240MW cogeneration coal-fired unit project (investment project unified code: 2403-440800-04-01-239886). The project unit is Zhanjiang Jingxin Second Power Plant Co., Ltd.
2、 The project construction site is located north of Gangqian East Road and west of Jingyi Road in Donghai Island Petrochemical Industrial Park, Zhanjiang Economic and Technological Development Zone.
3、 The project involves the construction of one 1240MW domestically produced ultra supercritical cogeneration coal-fired unit; Simultaneously construct flue gas desulfurization and denitrification facilities.
4、 The total investment of the project is 580.393 million yuan, of which the project capital is 116.079 million yuan, accounting for 20% of the total investment, and comes from self owned funds; The difference between the total investment and project capital of 464.314 million yuan will be resolved through bank loans.
5、 The project construction should meet the relevant policy requirements of national and provincial security, land use, environmental protection, soil and water conservation, coal consumption control, energy conservation and carbon reduction. The energy consumption indicators such as power supply and coal consumption of the project should meet the latest national regulations and standards, and achieve ultra-low emissions. Projects are encouraged to reserve carbon dioxide capture devices; The minimum technical output of the unit should reach 30% of the rated output, striving to further reduce it, improve regulation capacity, and promote clean energy consumption.
6、 The project should effectively carry out construction safety management, strictly implement national safety production laws, regulations, and industry rules and regulations, ensure the implementation of safety production responsibilities, and prevent safety accidents from occurring; In the implementation of the project, it is necessary to further strengthen the analysis of potential social stability risk factors, and carry out risk prevention and resolution work at each stage of the project based on identified characteristic risk factors; We must carry out project quality supervision work in accordance with relevant regulations. After receiving the approval documents, we will provide a notice of safety management and quality control matters for the power project (Attachment 1) stamped with the official seal and feedback to our commission (Provincial Energy Bureau).
7、 Please strictly implement the national and provincial regulations on bidding and tendering by the project legal person. Please refer to Attachment 2 for the approval opinions on engineering bidding.

9、 If there is a need to adjust the construction site, construction scale, main construction content and other relevant content specified in the approval documents of this project, please submit a change application in writing in a timely manner in accordance with the relevant provisions of the "Management Measures for Enterprise Investment Project Approval and Filing". Our committee will make a decision on whether to agree to the change based on the specific situation of the project.
10、 Please handle relevant procedures such as planning permission, land use, resource utilization, safety production, environmental impact assessment, and energy conservation review in accordance with relevant laws and administrative regulations before the project starts construction.
11、 If the project has not started construction within 2 years from the date of approval or agreement to change the decision and needs to be postponed, please apply to our committee for an extension of construction 30 working days before the expiration of the 2-year period. The commencement of construction can only be postponed once, with a maximum period of one year. If the state has other regulations on delaying the start of construction projects, they shall be followed.
